The 14th Philippine Professional Summit, organized with the active support of the Philippine Association of Professional Regulatory Board Members (PAPRBM) in cooperation with the Professional Regulation Commission (PRC), brought together leaders from various professional programs, deans, and faculty from state universities and colleges (SUCs), private universities, and institutions. Held on October 14 – 15, 2025, at The Manila Hotel, the summit centered on the impact of the Industrial Revolution and technological advancement across different sectors of society. The event commenced with an opening statement from the PARBM President, emphasizing the importance of measuring and enforcing regulation amid the rapid evolution of advanced technology.
During the opening session on October 14, 2025, Undersecretary for Regional Operations Engr. Sancho A. Mabborang led a comprehensive discussion on the theme “Dissonance in Regulation and the Advancement of Technology.” A key highlight was the presentation of the AI Act, which classifies artificial intelligence systems into four levels of risk – unacceptable risk, high risk, limited risk, and minimal or no risk. Each category imposes different regulatory requirements depending on its potential impact on safety, privacy, and ethics. The presentation emphasized the importance of adaptability and proactive governance in addressing the challenges posed by emerging technologies, underscoring the crucial role of regulation in protecting public welfare while fostering innovation.
The participation of FCIC in the Philippine Professional Summit as represented by Dr. Benedict L. Modina reflects the institution’s commitment to continuous learning, professional excellence, and ethical advancement. The 14th Philippine Professional Summit served as a platform for reflection and collaboration among professionals, educators, and regulators in addressing the challenges brought by the fast-paced evolution of technology. The 5th Industrial Revolution Professional Summit will affirm their commitment in advancing technological diversity through Resolution issued by the PARBM, with no further corrections or objections, the majority of the Board members approved and signed the Resolution as a testament to their dedication and collective resolve to address the challenges brought about by the rapid evolution of technology. The undersigned as represented by FCIC through its participation, reaffirmed its dedication to excellence, ethical responsibility, and innovation. The event not only strengthened institutional partnerships but also inspired future initiatives that uphold the spirit of professionalism in the digital age.
