The 2nd National Teacher Education Summit on December 15, 2025 at Luxent Hotel, Timog Avenue, Quezon City was successfully conducted with the unifying theme “Bantug, Bannuar, Bayanihan,” highlighting excellence, innovation, and collective action in teacher education. The summit was attended by Deans of the different Teacher Education Institutions in the country. FCIC was represented by Dr. Maria Victoria A. The Teacher Education Summit formally commenced with meaningful Opening Ceremonies organized by the Commission on Higher Education (CHED) Office of Programs and Standards Development (OPSD). The event was solemnly opened through an inspiring performance by the Emilio Aguinaldo College Chorale, setting a reflective and collaborative tone for the discussions that followed. The Opening Remarks were delivered by Dr. Jimmy G. Catanes, CESE, Director IV of OPSD, who emphasized the critical role of quality assurance in strengthening teacher education and ensuring that institutions remain responsive to national and global educational standards.
The summit was further enriched by the Keynote Message of Hon. Shirley C. Agrupis, PhD, CHED Chairperson, titled “CHED and the Pursuit of Teacher Quality.” In her address, she underscored CHED’s commitment to advancing quality teacher education through strong policies, institutional accountability, and continuous improvement mechanisms. She highlighted the importance of aligning teacher education programs with quality standards that uphold excellence, relevance, and equity in learning.
The series of plenary sessions provided an in-depth exploration of quality assurance in teacher education. Session 1, “Securing the Foundation: A Cursory Look at the QA Context of Philippine Teacher Education,” was delivered by Dr. Lora L. Yusi, Director IV of the Quality Improvement and Innovation Group (QIQAG). The session discussed the existing quality assurance frameworks and the need to strengthen systems that ensure consistent standards across teacher education institutions. Session 2, presented by Dr. Brando C. Palomar, Executive Director of the Philippine Normal University Research Institute for Teacher Quality (PNU RITQ), focused on “Reframing the Pre-Service Curriculum for Quality,” highlighting curriculum alignment, innovation, and responsiveness as key pillars of teacher preparation.
In Session 3, Dr. Richard R. Jugar, Special Advisor to the Executive Director of the ASEAN University Network, delivered a forward-looking discussion on “Rethinking Standards and Outcomes in Quality Assurance.” His presentation emphasized outcome-based education, regional benchmarking, and international perspectives in strengthening teacher education quality. This was followed by Session 4, “The Role of TEI Leaders in Creating a Culture of Excellence,” led by Dr. Filomena T. Dayagbil, Co-Chair of the Technical Panel for Teacher Education (TPTE) and CHED Regional Office VII Director. She highlighted leadership, governance, and institutional culture as vital drivers of sustainable quality assurance.
The summit concluded with a Workshop on Synergy and Accountability towards Quality Philippine Teacher Education, facilitated by Dr. Felina P. Espique, TPTE Member. The workshop encouraged collaboration among stakeholders and reinforced shared accountability in achieving quality teacher education outcomes. The event culminated in the Adoption of the Summit Resolution on Quality Philippine Teacher Education and the Closing Ceremonies, led by Dr. Edizon A. Fermin, Chair of TPTE. The resolution affirmed the collective commitment of participants to uphold quality assurance, continuous improvement, and excellence in teacher education. Guided by the spirit of Bantug, Bannuar, at Bayanihan, the summit strengthened the shared vision of developing competent, compassionate, and socially responsive teachers who will shape the future of education and society, marking as a significant step toward strengthening the future of Philippine education.
