The Franciscan College of the Immaculate Conception (FCIC) proudly celebrates a historic milestone as the first private Higher Education Institution (HEI) in the Philippines to be chosen as a recipient and partner of the TARA, BASA! Tutoring Program. The ceremonial signing of the Memorandum of Agreement (MOA) was held at the Baybay City Hall, marking a significant step in advancing inclusive education and community empowerment.
This groundbreaking initiative is made possible through the collaboration of FCIC, the Department of Social Welfare and Development (DSWD), LGU Baybay City, Visayas State University (VSU), and the DepEd Schools Division of Baybay City. The program is designed to support incoming Grade 2 learners and their parents by strengthening reading and literacy skills, while simultaneously empowering college students to serve as Tutors and Youth Development Workers (YDWs) under a Cash-for-Work scheme.
FCIC’s recognition as the first private HEI partner affirms its unwavering dedication to inclusive education, youth empowerment, and community service. This milestone reflects the institution’s mission of forming competent, compassionate, and Christ-centered educators who actively contribute to nation-building.
Together with partner institutions, FCIC stands firm in ensuring the success of the TARA, BASA! Tutoring Program. By mobilizing students and communities, the initiative embodies the powerful message: “Sa pagbasa, may pag-asa.” Indeed, when the youth choose to teach, serve, and uplift, hope begins to grow.
